ELV is a mechanical failure that can occur in the steering column lock. This issue is independent of any other vehicle fault. If the ELV fails, the vehicle will not start even with a working key, as the steering column lock will not activate. In such cases, a new ELV steering column lock must be installed and programmed to the vehicle.
